The problem is that they just don’t have the money to build the stem cell research institute that they need in order to invest the $400 million budgeted by the state for the research. Why? You guessed it: the $380 million needed to support the $400 million research is not an easy matter to get through the legislature, because the conservatives who oppose the research have regrouped.
